His Excellency's notice in another form.
I now enclose copies of three circulars issued from the Chief Magistrate's Office addressed to the Bench of Justices, dated respectively 23rd October, 12th November, and 15th November, by direction of the Chief Magistrate and signed by Mr. Collins. The purport of all appears to be similar, and the 1st and 3rd only differ in the following respects — that the 1st is issued pursuant to request of certain Justices of the place and the 3rd is issued without any such request being made.
Nevertheless, the first was seized, as already stated, and the second and third were recognized by yourself, and Mr. Anstey, appears by your initials thereon, thereby acknowledging the propriety of the intimations conveyed, as well as the manner of conveying them, and this in the full knowledge of His Excellency's directions above stated that the practice should be at once discontinued!
